บทคัดย่อ

งานวิจัยนี้มีวัตถุประสงค์เพื่อ (1) พัฒนาระบบสนับสนุนการตัดสินใจบนฐานข้อมูลบูรณาการ สำหรับชี้เป้า คัดกรอง และติดตามการช่วยเหลือครัวเรือนยากจน (2) ศึกษาผลการนำระบบไปใช้เชิงพื้นที่ และ (3) ประเมินความพึงพอใจของผู้ใช้ ควบคู่กับคุณภาพและความเหมาะสมของระบบตามการประเมินของผู้เชี่ยวชาญ ดำเนินการด้วยแนวการพัฒนาระบบภายใต้การวิจัยเชิงปฏิบัติการแบบมีส่วนร่วมและวงจรการพัฒนาระบบ โดยบูรณาการฐานข้อมูล TPMAP ThaiQM และ PPP-Connext ผ่าน API ที่เชื่อมกับ Government Data Catalog และ City Data Platform ของจังหวัด พร้อมกลไกสอบทานคุณภาพข้อมูลแบบมาตรฐานสองกระบวนการ และกระบวนการติดตามและป้อนกลับข้อมูลสามระดับ (ตำบล-อำเภอ-จังหวัด) เครื่องมือประเมิน คือ แบบสอบถามความพึงพอใจมาตรประมาณค่า 5 ระดับสำหรับเจ้าหน้าที่ผู้ใช้ที่ผ่านการอบรม 56 คน และแบบประเมินสำหรับผู้เชี่ยวชาญด้านเทคโนโลยีสารสนเทศ 5 คน ได้ค่า IOC คือ 0.80-1.00 และมีความเชื่อมั่น คือ สัมประสิทธิ์แอลฟาของครอนบาค 0.89 และ 0.93 ตามลำดับ ภายหลังการใช้งานใน 657 หน่วยงาน ครอบคลุม 21,521 ครัวเรือน กระบวนการข้อมูลที่ออกแบบใหม่เปลี่ยนจากการจัดเก็บแบบออฟไลน์และแยกส่วนเป็นแพลตฟอร์มบูรณาการแบบเรียลไทม์ มีการส่งต่อความช่วยเหลือถึง 4,613 ครัวเรือน และครัวเรือนกลุ่มอยู่ลำบากที่ถูกชี้เป้าได้รับการส่งต่อเข้าสู่สวัสดิการรัฐครบทุกครัวเรือน ผู้ใช้ประเมินความพึงพอใจภาพรวมระดับมาก ( $\bar{x}$ = 4.34) และผู้เชี่ยวชาญประเมินคุณภาพและความเหมาะสมของระบบระดับมาก ( $\bar{x}$ = 4.44) โดยด้านความเร็วในการประมวลผลได้คะแนนต่ำสุด ( $\bar{x}$ = 4.00) ทั้งนี้งานวิจัยยังไม่ได้วัดการเปลี่ยนแปลงรายได้หรือสถานะความยากจนของครัวเรือน และค่าความเชื่อมั่นข้างต้นเป็นค่าความเชื่อมั่นของเครื่องมือวัด มิใช่ประสิทธิภาพการทำงานของระบบ ผลการวิจัยชี้ว่าการรวมข้อมูลคนจนที่กระจัดกระจายเข้าสู่ DSS เดียวช่วยเสริมการชี้เป้า เร่งการเข้าถึงข้อมูล และเพิ่มความโปร่งใสของการช่วยเหลือ เป็นต้นแบบที่จังหวัดอื่นปรับใช้ได้ภายใต้เงื่อนไขความพร้อมของข้อมูลที่ใกล้เคียงกัน
