Abstract

New Public Management (NPM) is a paradigm shift in public administration that aims to transform bureaucratic structures into high-performing organizations by enhancing operational efficiency, decentralizing power, optimizing human resource management, fostering competition, and developing supportive systems such as compensation, training, ethics, and technology, prioritizes effectiveness, efficiency, and value which is a pivotal mechanism for digital governance consisted of encompassing quality mechanisms, human resource management mechanisms, technology mechanisms, partners building mechanisms, and performance measurement. These elements collectively drive government operations, streamline processes, accelerate service delivery, and enhance transparency. As a result, NPM elevates public administration in Thailand, fostering economic and social development towards greater stability, prosperity, and sustainability.
