This research aimed to (1) to examine the current conditions and needs of professional learning communities using the SPDCA process to enhance active learning management; (2) to design and validate a school management model based on the PLC concept through the SPDCA process; (3) to implement the developed model in a real school context; and (4) to evaluate the model’s appropriateness and practical usefulness for application in educational settings.

The research employed a Research and Development (R&D) methodology consisting of four phases: Phase 1 involved surveying the current conditions and needs using questionnaires with 32 teachers; Phase 2 focused on designing the management model and validating it with 10 experts; Phase 3 involved implementing the model with the same group of 32 teachers; and Phase 4 evaluated the model’s appropriateness and usefulness based on teacher feedback. The research instruments included questionnaires and evaluation forms. Data were analyzed using descriptive and inferential statistics including frequency, percentage, mean, standard deviation, and t-test.

The results showed that: (1) the current state of both PLC implementation and active learning management was rated at a moderate level, while the need for development in both areas was rated at the highest level; (2) the developed management model consisted of six core components: principles, objectives, content, process, assessment and evaluation, and implementation conditions. The experts rated the model as highly accurate and feasible. Similarly, the user manual for the model was evaluated as accurate and practical; (3) the implementation of the model led to significant improvements in teachers’ active learning management, with statistically significant differences (p < .05) observed in four aspects: knowledge, skills, attitudes, and motivation; and (4) the evaluation of the model’s appropriateness and usefulness by the teachers indicated a high level of appropriateness and the highest level of practical usefulness.
