Development of innovative formats Public Service Model for Elderly Healthcare in Narathiwat Municipality

Abstract

This research aimed to (1) examine the potential of public health service provision for the elderly in Narathiwat Municipality, (2) study the health service needs of the elderly in the municipal area, and (3) develop an innovative model for integrated public health services for the elderly. Data were collected through questionnaires from 14 municipal executives and staff members, and 437 elderly individuals living within the municipality. Both qualitative and quantitative research methods were employed. In-depth interviews were conducted with municipal executives and personnel, while two sets of questionnaires using a five-point Likert scale were used to survey elderly residents and municipal staff. All research instruments underwent content validation and reliability testing, including a pilot study to ensure the accuracy and credibility of the data.
The findings indicated that the overall potential of elderly health service provision was at a high level (x̄ = 4.15), with strengths in accessibility and safety. However, limitations were observed in the availability of specialized medical personnel and the elderly's technological skills. The demand for elderly health services was very high (x̄ = 4.30), with priorities placed on convenient, prompt services that address physical, mental, and social well-being. As a result, an integrated public service innovation model was developed, with Narathiwat Municipality serving as the central coordinator in collaboration with healthcare institutions, communities, and the private sector. The model includes five key components: (1) physical health, (2) safety and well-being, (3) social and emotional support, (4) lifelong learning and personal development, and (5) access to public services. This model aims to enhance service efficiency and quality of life for the elderly through inclusive and collaborative management.
