Model of Administration to Develop Teachers’ Skills in Using Digital Technology for Learning Management under Uthaithani Primary Educational Service Area Office 2

Abstract
The objectives of this research were to 1) study the current condition, desired condition and the need to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2 2) create a model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2. 3) experiment the model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2. 4) evaluate the use model of model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2. By studying both quantitative and qualitative approach, the population group was 123 schools under Uthaithani primary educational service office area 2, the sample group was 32 schools under Uthaithani primary educational service office area 2. The group of informants included 32 administrators, 100 teachers, a total of 132 people. Data were collected using document-based data recording form, questionnaires, academic seminar recording form, validity and appropriateness assessment form, group discussion recording form, school administrative assessment form, teachers’ digital technology skills assessment form, feasibility and usefulness assessment form, and satisfaction assessment form. Quantitative data were analyzed using statistical values, percentage, mean, and standard deviation, and qualitative data were analyzed using content analysis. The research results found that
1. The teachers’ digital technology skills under Uthaithani primary educational service office area 2 overall and in each aspect were at a moderate level.
2. The teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2 consist of 6 components as follows: 1) Principle of model 2) Objective of model 3) Content of model 4) Process 5) Measurement and evaluation 6) Success conditions. For educational service office area, there are 5 steps in process as follow: 1) Planning 2) Developing stall 3) Implementing in class 4) Supervision, monitoring and evaluation 5) Sharing and making impact. For School, it is divided into 2 aspects: administration of administrator and learning management of teacher with 3 steps as follows: 1) Planning 2) Leading 3) Creating. The results of the examination of the model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2 by experts in term of the validity and appropriateness of the model found that the model was at the highest level of validity and was at the highest level of appropriateness.
3. The results of the experiment using the model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2 found that 1) 100 percent of teachers had knowledge about using digital technology for learning management passed the specified criteria. 2) Teachers had skills in using digital technology for learning management at a high level. 3) Administration of administrators at a high level.
4. The results of the evaluation of the use of the model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2 found that 1) the model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2 was as the highest level of feasibility and was at the highest level of benefit. 2) The manual for using the model of administration to develop teachers’ skills in using digital technology for learning management under Uthaithani primary educational service office area 2 was as the high level of feasibility and was at the high level of benefit. 3) The learning module on the use of digital technology for learning management was as the high level of feasibility and was at the high level of benefit.
