GUIDELINES FOR MITIGATING AGRICULTURAL DROUGHT IN SRI DON MUN SUBDISTRICT, CHIANG SAEN DISTRICT, CHIANG RAI PROVINCE

This research article aims 1) to examine the conditions, problems, and obstacles related to agricultural water resource management in Sri Don Mun Subdistrict, 2) to study the existing processes of agricultural water resource management in the area, and 3) to propose appropriate approaches for mitigating agricultural drought in the study area. This study employed a qualitative research design and was guided by concepts of community-based water resource management, public participation, and sustainable water management. The key informants consisted of 25 selected participants, including representatives of water-using farmers, community leaders, and relevant officials, selected through purposive sampling. Additionally, nine participants joined a focus group discussion to exchange information and verify data consistency. The research instruments included two tools: (1) semi-structured interview forms and (2) focus group discussion guidelines. Data were analyzed through content analysis and presented using descriptive narration.
The findings revealed that, 1, Sri Don Mun Subdistrict faces several challenges: water shortages during the dry season, waterlogging in low-lying areas, climate variability, inadequate water-related infrastructure, limited access to water management knowledge, and insufficient community participation. For Objective 2, the results indicated that although certain steps in the water management process have been implemented, the area still lacks a systematic water database, has insufficient technical personnel, and experiences discontinuity in operational efforts, all of which hinder the overall effectiveness of water resource management. Concerning Objective 3, the study suggests that suitable approaches to address agricultural drought should emphasize integrated water management, participatory planning, community capacity development, and the adoption of technologies such as sufficient-based underground water banks, IoT systems, and water-monitoring sensors to enhance efficiency and long-term water security.
The knowledge derived from this study highlights the importance of establishing a systematic water information system, strengthening community participation, and integrating modern technologies with local wisdom. These insights can be applied to water resource management in other agricultural areas and serve as a foundation for formulating sustainable water management policies.
