Abstract

Public sector adaptation to hybrid work models represents a critical contemporary challenge. The global pandemic has accelerated transformative changes in organizational work patterns, compelling Thai government agencies to adopt flexible arrangements while maintaining effective public service delivery under operational constraints. Recurring health crises emphasize the urgent need for adaptive systems capable of resilient emergency response. The research analyzes five key dimensions: (1) theoretical frameworks and hybrid work models suited to public sector contexts; (2) hybrid work classifications applicable to government institutions; (3) leadership and team management in hybrid environments; (4) digital technology implementation for innovative public administration; and (5) approaches to maintaining institutional reputation and service excellence within flexible frameworks.The knowledge presented will benefit public sector leaders and personnel in developing evidence-based policies and practices that enhance organizational efficiency and employee well-being while advancing public service quality amid unprecedented change.
