Abstract

This academic article aims to analyze the administrative processes for alternative education, specifically covering learning centers and homeschooling, under the Secondary Educational Service Area Office Bangkok 1 (SESAO Bangkok 1). It focuses on synthesizing lessons learned from strategic administrative innovations that integrate legal compliance with empowering supervision. The study reveals that managing alternative education in complex urban contexts necessitates a paradigm shift from a "regulatory" role to that of a "strategic facilitator." This is achieved through the "1+1 Structural Synergy Model," which clearly delineates roles between the administrative division responsible for legal compliance and the supervision division focused on competency development.

Supervision strategies are meticulously tailored to the specific context of educational providers: learning centers receive systemic supervision that emphasizes "sense of place" and the preservation of institutional identity, whereas homeschooling families benefit from humanistic supervision and individual coaching, utilizing psychological techniques to empower educational providers in their autonomous curriculum design. Empirical evidence confirms the effectiveness of this model, evidenced by a 100% cooperation rate in complying with educational planning and reporting standards. This administrative innovation serves as a significant prototype for developing educational service areas into "enabling" organizations that foster a trust-based ecosystem, promoting sustainable alternative education grounded in human dignity and the recognition of educational diversity.
