Development of a Collaborative Network Administration Model for Enhancing Student Competencies Based on the National Test (NT) Results of Grade 3 Students under Chachoengsao Primary Educational Service Area Office 1

Abstract

This research aims to: (1) investigate the current conditions, desired conditions, and priority needs of collaborative network administration for enhancing student competencies based on the National Test (NT) results of Grade 3 students under Chachoengsao Primary Educational Service Area Office 1; (2) develop a collaborative network administration model; and (3) evaluate the appropriateness, feasibility, and utility of the developed model. The study is designed as research and development (R&D) using quantitative and qualitative data in three phases. Phase 1 examines documents, contextual information, NT results, current and desired conditions, priority needs, and good practices. Phase 2 synthesizes the findings into a draft model and validates it through expert focus-group discussion. Phase 3 evaluates the model in terms of appropriateness, feasibility, and utility. Research instruments include a document analysis form, questionnaire, semi-structured interview form, focus-group record, and model evaluation form. Data are analyzed using frequency, percentage, mean, standard deviation, Modified Priority Needs Index (PNI_modified), and content analysis. Documentary synthesis suggests a preliminary model consisting of six components: principles, objectives, network structure and partners, network administration process, supporting mechanisms, and evaluation and success conditions. The administration process emphasizes NT data analysis, collaborative planning, organizing, resource coordination, joint implementation for teacher and student development, monitoring and evaluation, and continuous improvement. Empirical findings from surveys, focus groups, and model evaluation must be reported after actual data collection according to the proposed research procedures.
