Abstract

This article aimed to study the effectiveness and the guidelines for enhancing human resource management in educational institutions by employing the framework of Strategic Human Resource Management (SHRM) as the basis for analysis. SHRM emphasized linking personnel management with the mission and goals of the institution. Its key components included workforce planning, recruitment and selection of qualified personnel, continuous capacity development, fair performance evaluation, and appropriate compensation and benefits management. The findings indicated that the alignment between personnel management policies and the institutional context—such as organizational culture, administrative structure, and supervisory policies—played a crucial role in improving operational effectiveness. The proposed development guidelines comprised recruitment and development of personnel, motivation and organizational culture building, leadership development, constructive conflict management, and the use of information technology in personnel administration. The effectiveness of human resource management was reflected in clear institutional missions, acadeic leadership, appropriate and dedicated personnel, efficient and timely work performance, and a positive working atmosphere. Altogether, these elements served as vital mechanisms for building high-quality educational institutions that effectively responded to contemporary challenges.
