A STUDY OF THE CURRENT STATES AND DEVELOPMENT GUIDELINES FOR THE OPERATION OF HUMAN CAPITAL EXCELLENCE CENTER IN ENHANCING ENGLISH LANGUAGE SKILLS OF TEACHERS UNDER THE SECONDARY EDUCATIONAL SERVICE AREA OFFICE UTHAI THANI- CHAI NAT

Abstract

This study aimed to examine the current state and development guidelines for the operation of the Human Capital Excellence Center in enhancing the English language skills of teachers under the Secondary Educational Service Area Office, Uthai Thani, and Chai Nat. The research was implemented in two phases: (1) examining the current operational state of the center. The target group consisted of 36 committee members selected through purposive sampling. A questionnaire was used for data collection, and data were analyzed using frequency, mean, and standard deviation. (2) exploring the development guidelines, data were collected from three experts using an interview method. The results revealed that (1) the center's overall performance in enhancing English language skills was at a high level. Among various aspects, the teacher development aspect scored the highest, while project planning scored the lowest, though both were still at a high level. (2) The suggested development guidelines indicated that the center's committee should collaborate with relevant agencies to set clear goals and evaluation methods. Furthermore, implementing a mentoring system or professional learning community (PLC) approach, ensuring continuous monitoring, and developing a systematic information management system were recommended to support sustainable improvement.
