APPROACHES FOR DEVELOPING THE BASIC EDUCATIONAL QUALITY ASSURANCE BASED ON THE CONCEPT OF SCHOOL ADMINISTRATION TOWARD HIGH PERFORMANCE ORGANIZATION FOR ENHANCING STUDENT COMPETENCIES IN VUCA WORLD

The purpose of this study are to study the guidelines of the development of basic education quality assurance according to the concept of school management for being high performance organization enhancing student competency in VUCA world. The sampleis schools under the Office of the Basic Education Commission, totaling 380schools, obtained by multi-stage sampling. The respondents were one school administrator and one teacher in each school, totaling 760people and the informants in the focus group were 15experts,obtained by purposive sampling. Instruments used in this study were questionnaires, feasibility and suitability assessment forms and group conversation recordings form. Data were analyzed using frequency distribution: percentage, mean, standard deviation, Modified Priority Needs Index and content analysis. Finding of the study could be summarized as follows : The guidelines of the development of basic education quality assurance according to the concept of school management for being high performance organization enhancing student competency in VUCA world are (1) Developing the potential to set educational standards to enhance the competency of students (2) Enhancing the efficiency of the preparation of educational management development plans that aim to develop competencies of students (3)Strengthening the implementation of the educational management development plans to enhance competencies of students (4) Developing the quality of assessment and monitoring the quality of education within educational institutions to develop competencies of students (5) Increasing the ability to monitor performance in order to develop educational institutes to meet the quality standards of education that focuses on developing competencies of students.And (6) Increasing efficiency of Self-Assessment Report preparation to enhance learner competency. The results of suitability and feasibility assessment of the guidelines of the development of basic education quality assurance according to the concept of school management for being high performance organization enhancing student competency in VUCA worldshow that every items have high suitability and feasibility.References
