THE EFFECTIVENESS OF PUBLIC SERVICE ACCORDING TO INTEGRITY AND TRANSPARENCY POLICY OF CHIANG RAI CITY MUNICIPALITY

Abstract
The purposes of this study were to study the effectiveness of public service according to integrity and transparency policy of Chiang Rai City Municipality, Chiang Rai Province and to study guidelines for public service according to integrity and transparency policy of Chiang Rai City Municipality, Chiang Rai Province. Data were collected from 290 samples through the questionnaires and analysis by using the descriptive statistics: frequency, percentage, mean ( X ), standard deviation (S.D.), and Chi-Square.
The results found as follow:
1. The effectiveness’s public service according to integrity and transparency policy of Chiang Rai City Municipality, Chiang Rai Province in overall were at high level.
2. Guidelines for public service according to integrity and transparency policy of Chiang Rai City Municipality, Chiang Rai Province are the Chiang Rai City Municipality should operate the projects and activities according to good governance, rules and regulation of integrity and transparency policy and should disclosure the organization’s information to public. Furthermore, the organization should give opportunity for public participation in operation monitoring and the staff should be service skills for serving the public.
3. The results of a hypothesis testing were found that transparency, responsibility, fraud, organization culture and moral behaviors were significantly related to the effectiveness of public service according to integrity and transparency policy of Chiang Rai City Municipality, Chiang Rai Province at the 0.05 level.
