Development of a Good Governance Administration Model for Watthatu Subdistrict Municipality, Mueang Nong Khai District, Nong Khai Province.

Abstract

      This research aimed to: 1. examine the level of good governance administration of Watthatu Subdistrict Municipality, Mueang Nong Khai District, Nong Khai Province; 2. analyse factors influencing good governance administration; and 3. develop an appropriate good governance administration model for the municipality. A mixed methods research design was employed. The population comprised 5,842 eligible voters in the municipality in fiscal year 2025. A stratified random sample of 375 respondents was drawn using the Yamane formula, and 18 key informants were purposively selected for the qualitative strand. Instruments included a questionnaire (Cronbach's Alpha = 0.93) and a semi-structured interview guide. Quantitative data were analysed using descriptive statistics and multiple regression analysis; qualitative data were analysed through content analysis.
      Findings revealed that the overall level of good governance administration was at a high level (x̄ = 3.87). Personnel competency, budget transparency, and citizen participation significantly predicted good governance administration (p < .05), leading to the development of a "GOOD-4P Model" for Watthatu Subdistrict Municipality.
      Part 1: The GOOD Governance Principles, which are the pillars of the model, consist of G-Governance (adhering to the principles of good governance), O-Openness (promoting openness and transparency), O-Ownership (creating a sense of shared ownership in the community), and D-Development (focusing on sustainable development).
      Part 2: The 4P Driving Mechanism consists of P1-People (continuously developing the capabilities of personnel), P2-Process (refining work processes to be transparent and verifiable), P3-Participation (opening up spaces for public participation in all processes), and P4-Platform (developing a modern public information system and communication channels). This model received the highest level of suitability confirmation from 12 experts (x̄ = 4.67, S.D. = 0.41).
