The purposes of this research were to: (1) investigate the current conditions, desirable conditions, and priority needs for developing reading literacy and analytical thinking skills among Grade 4 students; (2) develop the SMART-Literacy Learning Model; (3) examine the effectiveness of the model; and (4) investigate students’ satisfaction with learning through the model. This study employed a Research and Development (R&D) approach consisting of three phases: needs assessment, model development, and model implementation. The target group for the implementation phase consisted of 30 Grade 4 students from Ban Nonsa-at School, Fao Rai District, Nong Khai Province. Data were analyzed using mean, standard deviation, Priority Needs Index (PNI), dependent samples t-test, effectiveness index, and effect size.
The findings revealed that: (1) the overall current condition was at a moderate level, whereas the desirable condition was at the highest level, with a priority needs index of 0.48; (2) the SMART-Literacy Learning Model consisted of five stages: Stimulate Reading, Meaning Construction, Analyze Information, Reflect and Reason, and Transfer to Real Life, and was rated at the highest level of appropriateness; (3) the model achieved an efficiency of 84.26/85.73, exceeding the established criterion of 80/80, and significantly improved students’ reading literacy and analytical thinking skills at the .05 level; and (4) students’ overall satisfaction with learning through the model was at the highest level.
