THE The Management of Khlong sib song Dog Shelter, Rangsit Municipality

Abstract

This study aimed to (1) investigate the management of the Khlong Sip Song Stray Dog Shelter under the Rangsit City Municipality, (2) examine the municipality's stray dog management measures, and (3) explore public and private sector participation in the shelter's operations. Utilizing semi-structured interviews, focus group discussions, and participant observation, the findings revealed that the shelter is systematically managed in a physically appropriate location away from residential areas. The facility features distinctly zoned areas—including quarantine, treatment, and innovative long-term care buildings—adhering strictly to animal welfare principles. It maintains adequate staffing supported by municipal funding and resources mobilized from network partners. Regarding management measures, the municipality implements a three-phase integrated policy: upstream (promoting responsible pet ownership), midstream (controlling community stray populations), and downstream (relocating aggressive or sick dogs to the shelter). Furthermore, successful participation is driven by collaborative agreements between Pathum Thani Province and neighboring local administrative organizations for macro-level management, alongside crucial support from private enterprises and foundations in providing medical supplies and food.
