Abstract

This academic consists purposes to study explores the establishment and development of academic networks between schools and educational service area offices in Thailand, aiming to enhance student academic achievement in basic education. Through comparative case studies of three distinct regional academic networks, the research identifies diverse operational models including collaborative supervision, technology-enabled hybrid training, and community-engaged committee management. Each model demonstrates unique strengths and challenges influenced by local contexts such as resource availability, geographical constraints, and stakeholder participation. The findings highlight that integrating various approaches-face-to-face collaboration, digital communication platforms, and broad-based community involvement-can create a more adaptive and sustainable academic network system. Furthermore, the study emphasizes the importance of cluster-based teacher professional development and real-time performance monitoring dashboards to support data-driven decision-making at multiple administrative levels.  From a theoretical perspective, the research contributes to the discourse on educational leadership and network governance by illustrating how multi-stakeholder partnerships and innovative management strategies can effectively drive quality improvement in education. Policy recommendations advocate for the institutionalization of district-level academic network centers, promotion of collaborative teacher development clusters, and investment in information systems that enable transparent and responsive monitoring. This holistic approach underscores the potential of academic networks as a strategic mechanism for long-term educational reform, fostering continuous professional learning, enhancing inter-school cooperation, and ultimately improving learning outcomes across diverse educational settings.
