LEGAL MEASURES FOR PRESERVATION OF HISTORIC SITES : IN THE CASE OF BOMBAY BURBAMA BUILDING, PHRAE PROVINCE

Abstract
Legal measures for the preservation of historic sites is the enforcement of the law for the preservation of historic sites to maintain the same condition as it is and prevent further damage. Such measures are stipulated in the Constitution of the Kingdom of Thailand B.E. 2560 and several laws. The law users can apply the measures of each law to take effect. However, the local government is an important agency as the owner of the area to have a good knowledge and understanding of the historic sites and their values in their area. Would prescribe guidelines for treating or prohibiting appropriate practices for the preservation of their historic sites and also able to monitor closely It is therefore an important agency to enact laws for the preservation of ancient sites effectively. For example, in the case of "Baan Kheaw", the Bombay Burma building, which is 131 years today, is pristine, decaying, and is familiar and familiar to the community. There is no reason to search for a story that reflects the lifestyle and pride of Phrae, the golden teak town. There is no motivation to be told through the generations. Baan Kheaw has a proud history that Phrae is the capital city of teak and the beautiful art of the Bombay Burma building as well as the way of life of the people in Phrae, which includes both the lord of the city, the foreigner and the owner of the local which all play a part in the woodworking profession together. Baan Kheaw is located alone on the waterfront could not reflect the former glory, does not reflect the exquisite of the architecture of that period. When the Office of Conservation Area Management 13 there is a need to renovate the building for modernization and use it, therefore able to carry out government procedures easily. No need to use academic principles because this building is not registered as a historic site. When it was news, it became a shame for all parties.
