A GUIDELINE OF ADMINISTRATIVE DEVELOPMENT OF THE CONSTRUCTION AND RENOVATION OF THE BUDDHIST ECCLESIASTICAL OFFICIAL MONK IN CHIANG KHONG DISTRICT, CHIANG RAI PROVINCE

Abstract

The objectives of this research were 1) to study the policy in the construction and renovation of the Buddhist Ecclesiastical Official Monks in Chiang Khong District, Chiang Rai Province, 2) to study problems and obstacles in the construction and renovation of the Buddhist Ecclesiastical Official Monks in Chiang Khong District, Chiang Rai Province, and 3) to study the guideline to develop the construction and renovation of the Buddhist Ecclesiastical Official Monks in Chiang Khong District, Chiang Rai Province. This was a qualitative research by using in-depth interview from key informants and focus group discussion. Sample size was 30 monks divided into 2 groups: 1) 15 Key informants for in-depth interview and 2) 15 Buddhist Ecclesiastical Official Monks in the Focus Group. The researches were found that the guideline of problem solving and development were: 1) the materials collection were category as well as labelling them with numbers and temple’s name, 2) using Circulation Service system with the writing that had signature borrower and returner as well as clearly indicating borrowing and returning date, 3) providing people participated in the brainstorming, decision-making, benefit receiving, and evaluation in all matters, 4) in case of the contractors were disburse bill under the temple’s name that the contractors claimed the name’s temple for getting credit from the shop, we must made a record or will be prosecuted to the full extend of the law, 5) make a written contract or agreement identifying the punishment of the contractor who abandon the work clearly, such as fines or agreement termination. If the construction cost was high, up to millions of Baht, it will be necessary to solve the problem by the lawsuit in the future, and 6) create awareness of involved persons i.e. members of committee and villagers, to have volunteer mind. Lack of volunteer mind will make a person doesn’t have any concern on the temple’s assets as if they were their own assets. Development guideline in the future is to make material collection with applying a computer program by categorizing and barcode systems for convenience and cursoriness in Circulation Service.
