A POLICY PROPOSOL OF INCLUSIVE EDUCATION IN ELEMENTARY SCHOOL : A CASE STUDY OF UTTARADIT PROVINCE

Abstract
The objectives of this article were 1) to study the implementing of inclusive education in elementary schools: a case study in Uttaradit Province, 2)to study the problems in implementing, readiness of inclusive education on SEAT Framework and attitudes of those involved to students with disabilities, 3) to study factors affecting the implementation of the Inclusive Education Management Policy based on the SEAT Framework, 4) to introduce the policy proposal for inclusive education in elementary schools: a case study in Uttaradit Province. The mixed-method of quantitative and qualitative research was applied. The tools composed of operational surveys, problem and readiness questionnaires, structured interviews, attitude scale, focus group discussion, document synthesis, and connoisseurship. The data for the quantitative method were analyzed by mean, percentage, standard deviation analysis of variance and chi-square test. The content analysis and triangulation were used for qualitative analysis.The population were administrators, teachers, parents and students in elementary schools in Uttaradit Province. The sample selected by purposive sampling was 994 people from 132 school units.
The results of research were as follows :
1. The implementing of inclusive education in elementary school were at a high level.
2. Problems and readiness of inclusive education on SEAT Framework were tools, activities, environment and students respectively. Attitudes of those involved in the case study was at a high level.
3. Factors affecting the implementation of the Inclusive Education Management Policy based on the SEAT Framework consisted of 2 student factors, 3 environmental factors, 4 too factors and 4 activities factors.
4. The suggested policies after synthesizing devided into 3 levels for schools, for the Primary Education District Offices and for the Office of the Basic Education Commission. In additions, the policy proposal validation was accurate in all dimensions ; the benefits, the possibilities and the suitabilities.
