DEVELOPING A SCHOOL-BASE MANAGEMENT MODEL AS AN INTEGRATED FOUNDATION FOR ENTREPRENEURS IN COMMUNITY ENTERPRISES TO ENHANCE INTEGRATED LEARNING SKILLS FOR TEACHERS AND ENTREPRENEURIAL ATTRIBUTES OF STUDENTS AT MUNICIPALITY SCHOOL 1 (PHAYAO PRACHANUKUL)

Abstract

          This study aimed to 1. explore current conditions, problems, and needs of administrators and teachers regarding developing school-based management model as an integrated foundation for entrepreneurship education into local enterprise; 2. develop an educational institution administration model through a school-based integrated foundation with entrepreneurs into local enterprises to enhance integrated learning skills for teachers and entrepreneurial attributes in students; and 3. investigate achievement of the developed model. The participants consisted of 10 school administrators under Phayao Municipality and 25 teachers. Research tools were focus group discussion forms, questionnaires, and assessment forms. The data were analyzed using percentage, mean, standard deviation, and content analysis. 

          The results were as follows:

          1. Municipality School 1 (Phayao Prachanukul) used school-based management (SBM) as school administration. There was an integrated curriculum for entrepreneurship education and teaching in grades 4–6. There were 4 problems concerning school administration: 1. management problems, 2. teachers and educational personnel problems, 3. student problems, and 4. community problems. Therefore, providing appropriate entrepreneurial education, having skillful teachers and school personnel, providing innovative media responding to learning management, cooperating with external organization networks, providing budgets for learning management, and creating readiness and awareness of all sectors are essential.

          2. The development of school-based administration integrated with entrepreneurship into local enterprises (SBM-ELE Model) to develop learning management skills integrating teachers and entrepreneurial attributes of students in Municipality School 1 (Phayao Prachanukul) consisted of the principles of decentralization, participation, self-management, civilian empowerment in education management, monitoring and balancing, transparency and accountability, and supportive leadership. The educational development plan and educational management direction were determined. The curriculum was improved and integrated into lesson plans for grades 4-6 students. Many projects were implemented, such as the development of school-based administration integrated with entrepreneurship into local enterprises, internal supervision for developing entrepreneurship, and enhancement of student entrepreneurs. 

          3. The achievement of developing a school-based management system integrated with entrepreneurs into local enterprises (SBM-ELE Model) to enhance integrated learning skills for teachers and student entrepreneurial attributes at Municipality School 1 (Phayao Prachanukul) was as follows:

             3.1 Teachers' satisfaction overall was at a high level.

             3.2 Curriculum consistency, connectivity, and appropriateness overall were at a high level. 

             3.3 Lesson plan consistency, connectivity, and appropriate overall were at a high level.

             3.4 Quality of internal supervision for developing entrepreneurship overall was at the highest level. 

             3.5 Quality of teachers’ learning management by integrating entrepreneurship overall was at a high level.

             3.6 The quality of the students with entrepreneurship attributes overall was at the highest level.
