THE GUIDELINES FOR UPGRADING INTERNAL QUALITY ASSURANCE UNDERLYING EDUCATION QUALITY CRITERIA OF PRIVATE BASIC EDUCATION SCHOOLS UNDER PRIVATE EDUCATION COMMISSION IN MAE SAI DISTRICT, CHIANG RAI PROVINCE

Abstract

          The objectives of this study were 1) to examine the conditions and problems of internal quality assurance of private basic education schools under Private Education Commission, Mae Sai District, Chiang Rai Province; 2) to explore the best practice of internal quality assurance system of private basic education schools under Private Education Commission, Mae Sai District, Chiang Rai Province; and 3) to propose the guidelines upgrading internal quality assurance underlying the best practice of private basic education schools under Private Education Commission, Mae Sai District, Chiang Rai. The population were 90 participants including school directors, vice directors and chiefs of quality assurance administration of schools under Private Education Commission, Mae Sai District, Chiang Rai Province. The research instruments were questionnaire and in-depth interview while statistics for data analysis were percentage (%), mean (µ) and standard deviation (s). The results showed that:

          1. The internal quality assurance conditions of private basic education schools under Private Education Commission, Mae Sai District, Chiang Rai Province, in overall, were rated at the high level (µ= 80). The individual aspects analysis showed that the aspect holding the highest mean was designing school development plan (µ= 4.05), followed by assessing school education quality (µ = 3.86), implementing school development plan (µ = 3.82), administrating school management and information system (µ = 3.79), and determining education standards (µ = 3.50) respectively.

          2. The internal quality assurance problems of private basic education schools under Private Education Commission, Mae Sai District, Chiang Rai Province, in overall, were rated at the low level (µ= 2.16). The individual aspects analysis showed that the aspect holding the highest mean was designing school development plan (µ= 2.64), followed by determining education standards (µ = 2.28), implementing school development plan (µ = 2.05), assessing school education quality (µ = 1.97), and administrating school management and information system (µ = 1.85) respectively.

          3. The results proposed 10 guidelines upgrading school internal quality assurance underlying education quality criteria for excellence private basic education schools under Private Education Commission, Mae Sai District, Chiang Rai Province.
